  2. Transfer one quarter of fish to food processor bowl
  3. Add dijon mustard to the food processor bowl
  4. Blend until fine
  5. Add shallot to the food processor bowl
  6. Transfer the rest of fish to food processor bowl
  7. Blend briefly
  8. Transfer fish to medium bowl
  9. Add breadcrumbs, capers and fresh chives to a clean medium bowl
  10. Season with salt & pepper
  11. Mix gently until combined
  12. Form into rounds
